You may be right about the chips, I think you are wrong about the time table.
It is clear that Russia was preparing for the financial weapons the West would use against it for 8-10 years. Russia took a hit, no doubt, but even western sources say the Russian economy is already recoveriing.
If Russia made similar preparations stockpiling munitions as as they did stockpiling cash, and developing parallel weapons supply chains as they did developing parallel banking supply chains, then Russia will survive the loss of western chips as it did the loss of SWIFT, gold and soveriegn reserves held abroad (and subsequently stolen).
Only time will tell, because the Russians surely won't!
