You are far too lenient on both the Austrians and the Austrian government for their parts in "enteignen" (confiscation) of Jewish property after 1938. Stories of partial restitution like this one, and non-restitution like the Bristol Hotel across the street from the State Opera, get all the press, but people turning on Jewish neighbors and "friends" they've known their whole lives was VERY wide-spread and very much denied by a majority of Austrians.
To end on a happier note: If anyone gets to Vienna, be sure to check out the Secession museum where you can still see many of Klimt's work, and the building itself is a wonderful example of Jugendstil architecture. Well, not now, but when Covid lockdown ends you can. IIRC there are even photos of Klimt in or in front of the building when it first opened.
