I think Hitler learned very well from then Vienna Mayor Karl Lueger when Hitler lived here (in Vienna). Lueger used antisemitism to rile people up. Posthumous documents say that he didn't believe in what he said, he just knew it was a great political tactic. Hitler appears to have learned well.
