What Ukraine has done is in parallel to their draft. They have closed their borders for their own men to leave the country.

AFAIK (and I'm quite sure about this) Ukraine has NOT said that all men between 18-60 are immediately conscripted into the armed forces.

Ukraine closing their own border for their men to leave is ironically what the West (correctly, IMO) pointed out was a really bad feature of the old USSR.
