Water wars are already here and have been a long time. Watch the movie "China Town" for some info on California. Multiple places around the globe are currently experiencing battles if not wars over water access, and this has been true for ages.

All that being said, the climate changing so quickly is going to result in more water wars in a shorter period of time than historically, as demographics don't change as fast as the climate nowadays.
