Vienna has OUTSTANDING public housing, and has had for 100 years. A huge percentage of Viennese live in city-subsidized housing.
That is one of the reasons that Vienna has such affordable rents compared to other major European cities. There are a lot of laws to discourage rental property speculation, and the city of Vienna is the biggest competitor to anyone (like me) with rental property. You can make money on rental property, but in mid-single digits and only long term.
It is one of the things that makes the quality of life in Vienna great. Even people who don't make a lot of money have a nice place to live. It is (IMO) the government doing what it should: collectively spending our money on things that help a huge percentage of the tax payers.
