The western world is paying the price for decades of Reaganism/Thathcherism. "Greed is good," Elon Musk and Bill Gates are heroes, capitalism solves all problems leads to a (particularly in America) libertarian attitude where it's every man (person) for himself. In that environment, why would anyone care about what happens to your daughter? It is not them. Not their kid.

Unfortunately for the rest of the world, the US unfettered capitalism (still partially fettered in the EU ) means the Africa and Asia could not get vaccines, and we will live with Covid for probably 10 more years in waves like this until it becomes endemic.
