US Beta Testing Anti-Terrorism

The US is using a tried and true testing method for "anti-terrorism" methods and tactics:
- Test on brown and black people internationally
- Slowly overlap that with brown and black people domestically
- As manufactured consent is gained, expand to cover the remaining international and domestic populations
