Ukrainian wheat is not leaving Odesa because Ukraine (not Russia) mined their own harbor. They were old mines and some have broken free.

Russia has said they'll give safe passage to non-military vessels going to load grain, but the ships are (rightly) afraid of hitting mines. THAT is why wheat is not leaving Odesa.
