Uh, no. You made the claim, not me. You don't get to list multiple foreign wars (Georgia civil war) as one war and just say, "There's my proof. You go look it up for yourself."
You are taking HUGE liberties with the mixture of Civil War and War.
You are also taking HUGE liberties with mixing "Russia" the country with "Russians." In Georgia, Moldova and (very relevant) Ukraine, there were VERY large groups of ethnic Russians who had moved to what were, at the time, Soviet Socialist Republics but integrated into the USSR.
When the USSR disintegrated, there remained large enclaves of now Russian ex-pats or ethnic Russians who were now part of another country, and not by their choice.
My wife and I used to be very good friends (to the point my wife was a bridesmaid at the woman's wedding) of an ethnic Russian living in Ukraine. This was around 2008-9. This lady and her family were ethnic Russians VERY unhappy with the already underway ethnic repression of Russian culture and Russian language inside Ukraine. What I've read and watched said this happened all over the ex-Soviet countries who did not remain part of the Russian federation.
You have provided zero citations of Russia's involvement in each of these to support your claim (already walked by nearly 50%) that from 1991-2008 Russia was constantly involved in wars.
The last example was when Georgia attacked Russia at the urging of the the US (particularly Dick Cheney) in a pre-run of what happened in Ukraine starting in 2014. The "2008 Russo-Georgian War" lasted 3 days. Calling that a "war"
"War" is when one country declares war on another country. I'll expand that definition to include declaring a dedicated military action. I don't let Russia off the hook on the Ukraine "Special Military Action" that is a war just like the "Korean War" was - and IS(!) a war.
