The problems for the west in the chip war are:

1) It is quite possible that Russia has developed its own chip manufacturing capabilities over the last 5-8 years, the same as they planned militarily and financially; and

2) Chips are so fast and small now that China and Russia (relating to (1)) can be multiple generations behind Western chip technology and still support their military and consumer sectors.
