The Communist Party in China was founded in 1921, took over in 1949, and has been the sole party in power since 1954. In the intervening 67 years, the ruling party of China has not changed significantly, and that includes Mao's "cultural revolution" in the 1960s and Deng's "opening to the west" in the 1970s.

So for 67 years China has had the same government, and for at least 40+ years China has had virtually the same policies towards the west.

What HAS changed is that the economic power of China can no longer be denied by the West. Thus China has moved from "backwater country to be exploited" to economic/political adversary to be crushed. Russia went through a similar arc from 1991 to the 2000s when Putin took over and stopped the exploitation.
