That's a semi-disingenuous repsonse there TV. There were two links, one from the BBC. The same clip of Ms. Nuland is posted by 100s, I just grabbed one of the first. The content is what matters, not the poster, as the video is not edited, it doesn't matter who the poster is.

French site here with evidence for 12 biolabs funded by the US, with links and downloads to US materials. There are similar articles out there. I don't find quickly the one I was looking for, but 12 is enough to clearly show a pattern and intent.
