That is so incredibly untrue. Just one famous example: Whitewater resulted in 12 people going to prison. One went to prison specifically for refusing to testify against the Clintons. The Clintons have made it VERY clear that if you EVER speak out against them you will never be forgiven. The examples stretch out for decades. If you haven’t been around or paying attention that long, look at how Hillary went after Tulsi Gabbard with insane claims that Russia was grooming Gabbard as a third party candidate in 2020.

Rumsfield, Wolfowitz, Cheney and Bush Jr. are not sitting in cells in The Hague for the same reason that Bill and Hillary have not been prosecuted for tax fraud — they are in the US protected political class.
