Legal or not (I'm not a lawyer) Russia invoked UN article 51 and invaded because Ukraine had increased shelling by orders of magnitude on the Donbas and had amassed huge troops preparing to invade. These facts were suppressed for several months, but now even the pro-West OSCE admits to them.

Ukraine could have had peace if they had implemented Minsk II - as they signed and agreed to. They didn't. They had seven years, but instead chose to continue to shell the Donbas.

I don't condone Russia's invasion, but it is not a black and white situation.
