That is factually wrong. It is a function of numbers AND intent.

In Austria and Germany it is expressly illegal to openly support anything having to do with Nazis. I personally think the laws are not enforced strongly enough in some specific cases, but in the US, where you live, you can goose step around with a brown shirt and a swastika flag saying Hitler is your God and it is completely legal.
