That is factually incorrect.

According to the OSCE - a cosigner of Minsk, Russia was abiding by Minsk and Ukraine was doing the shelling. Most specifically, Russia refused to annex the Donbas, refused to recognize the Donbas as independent countries, and refused to send troops and major weapons to the Donbas to support the separatists.

Over the years and the 14,000 deaths in the Donbas between 2014 and 2022, these refusals of support by Russia caused Putin a lot of domestic problems, because he had promised to protect the ethnic Russians in Ukraine, and he was not. He was letting them die, right on Russia's borders.

The OSCE VERY specifically said that although there were individual Russian soldiers in the Donbas from the 2014 coup till the 2022 invasion, the number never got higher than about 50.

The OSCE although supposedly neutral, is very pro-West and based in Vienna. They are NOT a pro-Russian group.
