That is a bait and switch there, John. The question is, "What do we (the US) have to fear?" We are not those countries. There is no chance that China or Russia are planning a US invasion. Zero.

Scott's point is that if spent our money concentrating on lifting our country up, rather than pushing other countries down, then the rest of the world would see this and - as in the golden period post WWII - the world would see us as a positive example rather than just a bully with guns.
