That said, of course you can compare cities to countries. Especially a city like Vienna, which is:
A) Also a federal state (not just a city);
B) The capital of Austria; and
C) Contains about 1/4 of the entire population of Austria.
The second largest city in Austria is Graz, which is the capital of Communist-lead federal state of Styria.
I’ve been living now more than half my not so short life in Vienna, after being born, raised, attending university and working for some years in the US. Vienna is an incredible place to live. Quality of life here is incredibly high.
How do you define “welfare state?”
Do you say England is not capitalist because they are also a constitutional monarchy like “Scandinavia” (which is not actually a country)?
