Sanctions are less profitable than an embargo, and far less so than a “real” war. Which is why, even when sanctions have worked or are working, we always change the narrative to “ sanctions aren’t working” and must have open war (i.e. get Haliburton and KBR some no-bid contracts and pump up the stock prices of Raytheon, Boeing, et al).
This is exactly what happened in both Iraq and Libya. The neocons are seething that they still haven’t gotten the big payoff in Syria. Thanks, Trump! Hillary would have gotten her no-fly zone in Syria, followed by shooting down some Russians and then ka-ching! That orange dunce has not been following the script in North Korea either! At least Trump seems to get it with Iran. Obama made peace there (about the only place he did make peace), so it should be easy to goad the Great Pumpkin into war there.
