Russia's terms are a complete non-surprise. They are the similar to what Russia and Ukraine almost signed in April of 2022 (before US/UK pushed Ukraine not to sign).

The terms Russia is offering in 2024 are tougher for Ukraine for the very simple reason that Russia is winning and gaining ground since the end of 2022 (after Ukraine's successful fall counter-attack), and all trends show that Russia will continue to win and gain ground.

Expecting Russia to offer better terms when they have been winning for at least 18 months with no end to their dominance in sight is just wish-casting.

TL;DR; Russia is winning. Ukraine is losing. Russia is offering Ukraine to lose less now to avoid losing more.
