Regarding crime, there are two aspects: First is the catch-22 I was referring to. They are often rejected from society thus leaving only crime available for a large percentage of them — not dissimilar to what happens to many minorities and ex-cons in the US. On the other side, they are still — massively disproportionately to their percentage of the population, involved in organized crime.

Storage facilities for their garbage? WTF are you talking about? Back in the day our Boy Scout motto when we went camping was, “Take only pictures. Leave only footprints.” You see signs in many hiking areas telling you to pack out whatever you pack in. The Roma, in general, leave an area and leave a huge mess of trash behind. No storage needed, just them taking their trash to the dumpster or the dump. In Austria that is extremely easy, as we have a LOT of public services provided for garbage cans, trash pickup and public dumps where is is REALLY easy to get rid of whatever you need to — from old paint to washing machines to building material. You can even get free compost dirt when you drop off your trash!
