One of the biggest problems in the US is that for a long time the Capital Gains tax rate is about 1/2 of income tax rate.

In other words, the US system rewards investing in "owning" more than investing in "working." So that is what people with money to invest in the US are doing.

Until the US returns to taxing profits on asset appreciation at the same (or higher) rate as income, the situation will not change.
