Martin did not write the series. It was two guys who had complete control over the content. Martin has mentioned numerous times (moreso as time goes on) that "Dan and Dave" stopped using the story boards and story lines he'd prepared.

Martin has said 10-13 years of GOT is what the material supported. HBO accepted that Dan and Dave knew what they were doing. They were wrong.
