NS 1 was stopped becuase a turbine that had been approved to be sent back from Canada after maintenance was still not delivered. Turbines need maintenance and due to sanctions the needed turbine was held up on delivery.

How much would the Gazprom penalties have been? I find plenty of links about Gazprom claiming force majeure

but nothing about the fines you've mentioned in multiple comments. So where is the documentation of your claim that Gazprom was facing fines for breach of contract, and how much those fines would potentially be (if Gazprom's clients took them to court and won, of course).
