Laws Regarding Electric Vehicles are Lagging

Here in Europe the electric scooter and electric bikes have really taken off. It is a problem that laws about what are "vehicles" are lagging behind.

Electric scooters are driving on sidewalks meant only for pedestrians, at speeds no human could power them. Similarly, electric bikes are zooming up and down bike lanes meant for leg-powered vehicles. What is the difference between an electric bike and an electric Vespa or an electric motorcycle?

Don't get me wrong: I'll be extremely happy when the last ICE-powered Vespa is off the road and I'm happy if more people use an electric augmented bike or scooter rather than a car, but these things need regulation. Particularly scooters. From what I've read electric scooters have a life cycle measured in hours and days of use time making them an environmental nightmare.
