I've been around athletes my whole life. In college, I was around world-class athletes in the US.
Some things don't change. Wealthier people have a much greater chance of achieving their sporting dreams than poorer people, with a couple of exceptions.
Time, Equipment, and facilities all cost money, and some cost a lot of money. The two exceptions are European Football (US soccer) and boxing.
Football can be played with a crappy "ball" on a dirt street in bare feet. Talent will show.
Boxing takes a bit more money, but there is a reverse incentive. If you're at Yale heading for Wall Street, how many shots to the head are you going to risk? Compare him to a guy from the projects, living in Brownsville, who has already done a couple of stints in juvie?
I don't see anything that will change the situation anytime soon.
