It is weak AF to label anything you don't like as "propaganda."

Interestingly, only in the US "could" the Ukrainian political acts of violence (e.g. "Car bombing a civilian") against Russians/Russia NOT be defined as terrorism. But in an act of instant karma, by the US definition in this study, Russia acts in Ukraine could be defined as NOT terrorism also, because the acts are not directly related to the US.
Note that I write "could" because it also could be argued that these acts are still trying to affect the US public and/or US gov't policy.
