It is the law in Austria. I don't know about Germany.

People don’t mow their lawns on Sunday. As the day of rest, noise is not permitted, and a neighbor will quickly remind you of this, should you pull out a lawnmower.

It is the law in Austria. I don't know about Germany.
Outside of Vienna it is even illegal to mow between 12:00-14:00 on weekdays for the same reason.
