It is not just the factories, it is the intact rail lines, electrical infrastructure and (mostly) safe depos that are within hundreds of kilometers of the front.

According to multiple western (Ukrainian) sources, Russia has between 3 and 10 times the artillery pieces in the field as Ukraine does.
