It is a ploy known as being a "cry bully." It allows America to be unbelievably aggressive and when confronted play the victim long enough to muddy the waters. MSM then plays the "both sides" game for a couple of news cycles. When interest moves on, the US goes back to being unbelievably aggressive.

This ploy has been working very well for a long time for the US. Israel, the US Mid-East outpost, has been using this ploy since its creation to ethnically cleanse the Palestinians from Palestine.
