Policies on everything change over time in nearly every country. I lived in the Netherlands. The changes they are making for sex workers does not make it illegal, just the opposite, it is to make it safer for the sex workers not to be exploited. Similarly, the changes in drug policy are to avoid abuse from people outside the country and the crime it brings to the Dutch.
Their overarching Dutch policy of tolerance has not changed, they just needed to make changes to deal with the changing world, particularly a more integrated EU since Schengen. Both sets of changes were not without detractors and took place before Covid. What is 100% sure is that they will change again with time and circumstances.
Once again, you didn't know fuck all about what I know. And since you brought up The Netherlands, I'll point out that Portugal is having great success going in the decriminalization of drugs for personal use.
