We (US taxpayers) provide huge military aid to Israel. Israel has been committing war crimes for decades in building settlements on occupied territory.

Egypt, right next door to Israel, is a military dictatorship known for human rights abuses and also gets a shitton of military aid from us.

According to YOUR logic, if Russia committed war crimes in Ukraine the US is a state-sponsor of terror in Ukraine.

These are of course only the countries we admit to selling to. It doesn't include US advisors, troops, CIA bases, etc.

IMO such a designation of "state sponsor of terrorism" is facile and just another label we (the US) use so arbitrarily to taint adversaries that the pejorative is somewhat meaningless.
