Incorrect. The west knew that they had couped the neutral (between Russia and EU) government and installed a purely pro-west, US picked government. This lead immediately to the Donbass seceding and Crimea asking to join Russia, as these very pro-Russian eastern oblasts wouldn't accept the pro-west coup government. An intense civil war ensued.

Minsk was signed to end the fighting and bring the Donbas back into Ukraine. That was the stated purpose.

First Poroshenko (president of Ukraine before Zelenskyy) and now Merkel say they signed Minsk under false pretenses. They state now that they never had an intention to implement Minsk, just to sign it so Russia wouldn't invade to side with the Donbas in 2014-5.
