"Incite" or were goaded into WWI is a matter of perspective (Hitler was a very bad strategist and that is another story). The Lusitania was not JUST a passenger ship. She was ILLEGALLY carrying arms to England. It would have been just as valid for Germany to claim the US and England were using "human shields" to attack the Central Powers.
