I'm not a military expert or anything close to that. I heard from someone who is that the Russian command structure is good for defense but not so good for offense in that they have no non-commissioned officers. So when attacking they are going to lose more generals than (for example) an American army trying the same attacks.

As I said, I have no expertise in this area, that is just what I heard from someone who is an expert.
