I'm an American engineer living in Austria for decades and working all over Europe (and some other places). I'm of the same opinion as you. There is nothing more difficult about rail in the US than in Europe, and many things easier.
The real holdup in the US is cultural. Everyone wants to drive in their own car. It is how Americans in power now all grew up. If the world survives the millennials won't have the same attitude.
