The 0.1% will have private security to keep the great unwashed from getting into their mountain lairs. However, as soon as society actually breaks down - meaning no functioning police or courts - those security forces will turn on the 0.1%, slaughter them, and take their stuff.

The US already has a neo-feudal society. In a fully feudal post-apocolyptic society we'll return to the violence of our feudal past.
