If they work out the safety and sound, maybe the climate issue would be self-solving, if the technology is transferrable.

Most of the world's population lives near a coast. So if their power was coming from the sea, they would need little to no fossil fuel power. This would attenuate global warming, keeping the turbines efficient. A semi-virtuous cycle.
