I grew up in the states with the classic "two foot gap" at the bottom of the stall and about 6' height. I live in Europe for about 30 years and pretty much everywhere the toilets are little rooms except for the urinals. Particularly in the US where there is so much space, this is just a matter of cheap/quick construction.
