I fail to see how firing hypersonic missiles would be a sign of desperation. I've been reading since at least April of last year (so, almost a year now) that Russia is about to run out of missiles. Yet they have not.

Hypersonic missiles can take out targets that subsonic missiles and gravity bombs can't. Using them could mean that Russia has enough to spare to use them against hardened infrastructure.
