I don't think that is a universal statement, particularly when dealing with 2000 year old potential engineering solutions.

Drilling and cutting AT ALL are not the problem. Cutting and fitting at levels of precision unknown until this century is one issue. Leveling and placement of the blocks outside and inside at levels of precision and accuracy still not quite understood is another.
