I don't know where everyone gets the idea that Russia wants to occupy Ukraine. Russia has said that was never an objective. Russia didn't send enough troops to fulfill that objective. Russia doesn't have the resources to maintain that objective. Russia would lose most all remaining world sympathy if it tried for occupation, particularly because it would mean destryong Kyiv.
I think Russia's plan was to encircle Kyiv to tie up Ukrainian troops. This plan failed, for the most part. Troops are tied up - and this was crucial in the early weeks - but failing to cut off Kyiv will allow Ukraine to better support the fronts in the East and South, which can't be what the Russian wanted (obviously).
