I don't know if you're a history or geography buff Iisnyk, but WWII took place in Europe and North Africa, not in the US.
Libya (located in North Africa) was a major crude oil supplier to Europe (where Germany and Italy are located) until the US led destruction of that country in 2011.
From Wikipedia:
"Oil reserves in Libya are the largest in Africa and among the ten largest globally[1] with 46.4 billion barrels (7.38×109 m3) as of 2010."

From 2011, Reuters:
"Europe's refiners struggle to replace Libyan oil"
"LONDON/DUBAI (Reuters) - The loss of Libyan oil is a heavy blow to European refiners who face a costly struggle to replace the easy-to-refine crude because of a shortage of matching grades."
