Haiti is not "gang-run." Haitians are tired of the west, particularly the US, couping their government and killing/supressing them to keep Haitians working for near slave wages.

A lot (of course not all) of the gang violence in Haiti is the result of average Haitians banding together to protect themselves against the foreign-government-controlled gangs threatening them.
