My adopted country of Austria comes pretty close regarding taxes at 0% till € 12.816 and 20% from there until € 20.818.
Austria also has a massive love of history (Austria having been an empire for 800 years having a lot to do with that). Museums are VERY plentiful but NOT free.
Where I really have to hand it to Britain is your section on entertainment culture. Britain is definitely leading the pack there. You made a comparison between the BBC and Hollywood. I would add a note that there are massively successful US sitcoms (films, too, I think) are actually remakes of British shows (films) (e.g. The Office), but I don't know of any examples of the reverse.
Anyway, a very entertaining read! Better than most of what I read from Mainland Europe ;-)
