German leaders right now are pretty feckless but regarding the German people you're spot on. They don't want war.

Prior to the war, Germany openly said they don't want Ukraine in the EU or in NATO. Germany said openly what was said less openly all over the EU. Ukraine is too corrupt.

We don't want this war. The closer you get to the front, the less people want war.

Germany especially was getting along great with Russia.

Lord Ismay, the first NATO head said the purpose of NATO is to, "Keep the Russians out, the Americans in, and the Germans down."

That plan hasn't changed. The cozy relationship between Russia and the EU, particularly Germany, was the "problem" that this war solved.
