All right, but what's your point? Of course Russia has a government. Not a government I particularly like, but it is a government. Certainly more free than US allies Saudi Arabia, Israel for the Palestinians, Oman, the UAE, Egypt, Bahrain, Colombia, etc.

The US militarily supports 73% of the world's dictators. The US doesn't have a problem with Putin because he is a dictator. The US has a problem with Putin because he doesn't allow the US (anymore) to extract the natural resource wealth of Russia.

The US has a problem with Russia because we cannot control him like we do those 73% of dictators.

The historical pattern is clear: Let US multinationals have sweet deals on extraction and you can be the most brutal dictator you want to be. If you decide NOT to continue to allow the US to exploit your country, you become a "bad" dictator. Al-assad, Hussein, Gadaffi, Putin, Chavez (now Maduro), etc. etc.
